Inconsistencies in science prevent us from reducing over 50% the mortality of the most deadly and costly calamity in the world, cancer and reduce healthcare costs and from saving hundreds of millions of taxpayers’ dollars from the biggest and most expensive experiment in the history of the planet at CERN and from building powerful tools to advance science.

Dear members of the Board of Directors and the Executive board of Citigroup,

Dear all,

 

Thank you for giving me the opportunity to address inconsistencies in science implemented by influential scientists handling taxpayer and donation money.

 

The issue with Citigroup and many other issues listed in these series of emails wouldn’t exist in the first place if the scientific community would implement transparency in science making the scientific truth for the benefit of humanity emerge.

 

These inconsistencies in science prevent us from reducing over 50% the mortality of the most deadly and costly calamity in the world, cancer and reduce healthcare costs and from saving hundreds of millions of taxpayers’ dollars from the biggest and most expensive experiment in the history of the planet at CERN and from building powerful tools to advance science.

 

Here is the summary of a few of these inconsistencies:

 

  1. My 3D-Flow OPRA invention can replace 4,000 electronic data processing boards of the CERN-CMS Level-1 Trigger with 9 x 3D-Flow OPRA boards providing a staggering performance improvement at one thousandth the cost of the CERN-CMS system. This is proven feasible by 59 quotes from reputable industries. Self-incriminatory statements from agents from funding agencies and unethical actions from influential scientists suppress this invention and fund other less efficient and more costly projects. Investigative journalists need to reveal the truth how these influential scientists and funding agencies violate rules and laws, damaging taxpayers.

 

  1. My 3D-CBS (3-D Complete Body Screening) technology is hundreds of times more efficient than the current over 10,000 PET (Positron Emission Tomography). It enables an effective early cancer detection that can save millions of lives and reduce healthcare cost. It requires 1% the radiation of current PET used in the hospitals and offers a 4-minute examination covering all organs of the body at a much lower cost. Therefore, individual screening on specific parts of the body such as mammograms, PAP-tests, colonoscopies and PSA will not be necessary. This is proven feasible by 59 quotes from reputable industries. Funding agencies such National Institutes of Health (NIH) are funding for the future the $15.5 million Explorer project which is less efficient, cannot save many lives and is over ten times more expensive than the 3D-CBS. My 3D-CBS invention can save over 50% of those who would undergo an effective 3D-CBS examination. Investigative journalists should reveal why NIH and other funding agencies are funding expensive projects which an analytical study shows do not have the potential to significantly reduce cancer deaths while the 3D-CBS whose analytical study has proven to be feasible for 17 years to save many lives is not funded and how these funding agencies violate rules and laws that are damaging taxpayers.

 

On April 14, 2017, I wrote you an email informing you about how this breakthrough invention would be beneficial to you, your grandchildren and future generations, also informing you that because of my compassion for the 8.2 million people who are dying every year from cancer, while knowing that millions could have been saved with my invention, has induced me to work with dedication for many years with zero income. I have also used my personal savings and $9,000 of my personal credit line with Citigroup to attend conferences and inform scientists in the field, etc.  Since January 2016, Citigroup has charged me $4,826.35 in fees and interest. After I paid $3,700.48 between January and September 2016, Citigroup has extorted an additional $1,324.08 in fees and interest and over 600 phone calls made since November 2016. On May of 2017, Citigroup sent an invoice in fees and interest to be paid that month for $910.95, also increasing the debt by $268, even though no expenses have been charged to the card since September 2016. In the May statement there was a warning the interest may go up to 29,9%. The month before you asked $614 in fees and interest, increasing my debt of $134.

 

If it takes another 10 years (or more because it took already over 20 years for my previous proposals in 1994, 1999, 2003, 2009) for the world’s leaders in the field to understand that they can just pay the companies who made the 59 quotes (the best quote for each component to be built) to prove that my invention can replace 4.000 electronic boards with 9 x 3D-Flow OPRA boards with a staggering performance improvement at one thousandth the cost of the 4.000 boards’ system, what would be the debt on my credit card? At this rate of increase in fees and interests I would end up having a debt with Citigroup of tens (or even hundreds) of thousands of dollars without having charged one cent to the card.

 

Do you think it is fair that I am working to make the scientific truth for the benefit of humanity emerge (not for my personal interests), out of compassion of the many people who could have been saved from the 8.2 million dying needlessly every year from cancer if they would have been able to take an exam with my 3D-CBS device and I find all sort of obstacles that impede the benefits of my invention to you, your grandchildren, to the future generations and humanity?

 

I am just making the legitimate request to be able to answer in a public forum at CERN, U.S. DOE, U.S. NIH-NCI, Moonshot Project, CPRIT, at the European Commissions, etc., the non-scientific objection from the opponents of my inventions who assigned (funding agencies) or spent (researchers) hundreds of millions of dollars during the past decade in more costly and less efficient research approaches/projects that are not effective to filter the rare particle and that showed not having a significant impact in reducing cancer deaths and costs.

 

I have explained in several emails documents, hours of phone conversation, scientific articles, and articles in newspapers the advantages of my invention and its basic concept that is understandable to middle and high school students. Furthermore, I have provided facts about violations of rules and laws that are suppressing the scientific truth for the benefit of taxpayers. To understand these violations in the actions and behavior of agents from funding agencies and from influential scientists, it does not require a technical knowledge on the size, speed and power of a transistor, and these facts speak for themselves.

 

I have also explained that the charges to the Citigroup card were not for my personal interests and deserved consideration.

 

Because Citigroup would not consider the compelling case of my effort claimed to be beneficial to them and their grandchildren, that could greatly relieve humanity from the suffering from the most deadly and costly calamity, cancer, I have asked Citigroup several times to provide the names of scientists who could refute all endorsements I had from top experts in the field of particle detection that my invention was the most valuable solution. I asked even those who endorsed my invention in the past to provide a reference to something more efficient and cost-effective now.

 

In my last email on April 14, I indicated that Citigroup Citi Treasury and Trade Solutions (TTS) intermediates more than $3 trillion in global transactions daily and that in 2008, convinced the government to shoulder their losses and inject new capital of $306 billion. I indicated that shouldering these few thousand dollars on expenses that were not my personal expenses would provide vital support to transparency in science (for a few thousand dollars and not billions as the government did with Citigroup in 2008) that is beneficial to Citigroup employees and to humanity rather than increasing the obstacles to transfer the benefit of my inventions to the bed of the patients by charging me over $5,000 in fees and interest for a debt of $9,000.  Because April 14, 2017 was also “Good Friday” I cited Gen. 3, 19 stating: “By the sweat of your face will you earn your food, until you return to the ground, as you were taken from it” pointing out that it is hard to find Citigroup’s employees’ sweat for this $4,826.35, while I have evidence of thousands of pages (accessed from one page) proving my hard work during the past two decades to serve science and humanity. Then, in regard to the government bailing out Citigroup with $306 billion, I cited Mt. 24-28 where a person who was forgiven a debt of 10,000 denarii did not forgive his fellow who owed him 100 denarii and “…seizing him by the throat, he said, ‘Pay what you owe’…

 

On Monday, April 17, 2017 I received a phone call from Citigroup at 9:00 am that I missed, however, I was able to answer a subsequent call at 12:02 pm. My heart was open to receive good news that Citigroup evaluated and understood the contingent situation of my compassion for the people who die needlessly from cancer that induced me to use my personal credit line and hoping this expense used to advance science and to explain the advantages of my inventions to the leaders in the field and to you were absorbed by Citigroup.

 

Instead the agent from Citigroup, Christina was not aware of any letters, fax and email exchange with Citigroup and asked me $614 for fees and interests for the month of April, 2017. I therefore read her my last letter on the phone (available at http://blog.u2ec.org/wordpress/?p=1974) and she, after realizing the solid ground of my request called her supervisor Esperanza.

 

I explained the situation to Esperanza who also was not aware of my correspondence with you Dr. Corbat and Dr. Forese. It seems she was not even aware of this case and started to list all options I had of closing the account and to agree to make a payment every month. I explained her that this solution was not possible because I did not have an income and I could not estimate how many more years it would take for influential scientists to let me answer in a public forum to non-scientific objections from the opponents of my inventions.

 

I further discussed with Esperanza the article titled “New credit card rules lift pressure on banks” published on The Daily Telegraph on April 4, 2017, which states: “…The Financial Conduct Authority (FCA) has unveiled a host of proposals that would force firms to help consumers laboring under long-term credit card debts, including cancelling interests or charges for customers who are unable to clear their balances through a repayment plan…” I also told her that I was waiting for an answer to my compelling arguments provided in my email sent on April 14, 2014. Esperanza promised that she would mention the article and solicit the Office of the President to respond to my 4/14/17 email. She estimated I will receive a response within 10 days and promised that during that time I would not receive calls to my cell or home phone. A few days later I also received a letter from the office of the President of Citigroup stating that my concerns were currently under review, to be patient in the interim.

 

However, things did not evolve as stated. I did not receive a letter addressing my concerns within ten days. When I should not have received phone calls as promised by Esperanza, I received calls after six days on my cell, home phone and also emails asking for payments without addressing any argument in the letter or arguments discussed over the phone.

 

I am respectfully requesting you, decision makers, scientists, funding agencies, investigative journalists, cancer organizations to support the truth that will remove the obstacles that have prevented to implement my lifesaving and money saving inventions for more than two decades.

 

I am respectfully making the legitimate request to be able to answer in a public forum at CERN, U.S. DOE, U.S. NIH-NCI, Moonshot Project, CPRIT, at the European Commissions, etc., to the non-scientific objection from the opponents of my inventions who assigned (funding agencies) or spent (researchers) hundreds of millions of dollars during the past two decades in more costly and less efficient research approaches/projects that are not effective to filter the rare particle and that showed not having a significant impact in reducing cancer deaths and costs.

 

We should all work together to build a better world:

 

  1. Government funding agencies can contribute to save taxpayer money
  2. By paying the companies who made the 59 quotes (the best quote for each component to be built) in my proposal to prove that my invention can replace 4.000 electronic boards with 9 x 3D-Flow OPRA boards with a staggering performance improvement at one thousandth the cost of the 4.000 boards’ system.
  3. By funding my 3D-CBS target to save lives and reduce healthcare cost rather than the NIH funding for $15.5 million the Explorer project which is less efficient, cannot save many lives and is over ten times more expensive than the 3D-CBS.

 

  1. Private investors by funding the 3D-CBS and creating a new market that can defeat cancer, help to improve diagnosis, prognosis and monitoring treatment of many diseases and reduce healthcare cost

 

  1. Investigator journalists are not required to have technical knowledge on the size, speed and power of a transistor but they can analyze and connect facts and documents to identify violations of laws and rules that are suppressing innovations and damaging taxpayers (e.g. the contradicting, self-incriminating email from a government officer preventing following scientific procedures and submitting a proposal by referring to non-existent rules, destroying official documents, wasting hundreds of millions of dollars in a project that an analytical study proves that it will not work and suppress the one that has been approved to work, etc.).

 

I am looking forward to receiving your positive response or questions to clarify aspects of my inventions that you think might not be more advantageous in saving money and lives compared to other projects and facts of its suppression.
