Dear everyone, I realize that lately you are receiving several emails regarding the urgent need not to suppress life-saving innovations needed by millions of people who are dying needlessly and by taxpayers whose hundreds of millions of dollars are being wasted.

 

Just think about what you will do if someone will try to take away the oxygen tank from your dearest person (spouse, brother, sister, parents, friends…) who could have a long life to live, like the over 50% of the 8.2 million people dying needlessly of cancer every year who could be saved by an effective 3D-CBS early cancer detection technology which has been available since 17 years?

 

What, in your opinion should I do, if someone is trying to take away the tools to develop innovations (suppress, destroying me financially so there will be no chance to implement them) that is the oxygen tank for reducing suffering and for a better life for you, your grandchildren and for future generations? Citigroup’s agent, Jodi Lang, after deceiving me, taxpayers and cancer patients, promising that she was addressing my concerns described in several letters, took actions instead to destroy my credit score that took me 26 years to build. Now she started a collection procedure that could take away my tools: chair, table, computers, oscilloscopes, Logic State Analyzers, etc., impeding the continuation of my research.

 

Please do not report this email as S_P_A_M, and instead, help to have this issue addressed and resolved by the decision makers responsible in this field, by requesting public scientific reviews of my inventions, first at the CERN Research Center in Geneva, Switzerland and then at large funding agencies such as NIH, NCI, Texas Senator Jane Nelson who raised $3 billion to eradicate cancer and former U.S. Vice President Joe Biden who received $1.8 billion of taxpayer money to eradicate cancer. This is not S_P_A_M, it is a scientific, economic, health problem that needs to be addressed by the people responsible in the field and by investigative journalists that is long overdue.

 

Addressing this problem has priority with respect to many others because is dealing with the most deadly and costly calamity, CANCER, and with the most expensive experiment in the history of the planet at CERN. An investigation will reveal the contradictions, corruption and errors giving an opportunity to correct them and save millions of lives, eliminate the waste of hundreds of millions of dollars of taxpayer money and provide major advancement in science that will benefit in many different areas.

The 3D-Flow OPRA is the basic invention to provide advantages in several other applications, including in medical imaging saving millions of lives providing an effective early cancer detection.

Friday, May 26, 2017, Citigroup’s Jodi Lang recorded a message on my answering machine while I was absent which is more outrageous than her previous deceiving. Prior to her message she wrote a letter (goo.gl/NPpdZF) promising to address my concerns, but instead she deceived me by doing the opposite by writing a negative report to the credit bureau and never sent a letter addressing my concerns.

 

Her negative report lowered my credit score to 627 with the consequence that my recent new credit card application was rejected and two other credit cards offering zero percent until October 2017 lowered my credit line by $6,500. Her actions are deceiving, targeted to damage rather than address and negotiate my concerns to solve a large, devastating problem for all of us.

 

If Citigroup had a person like Jodi Lang as counterpart from the government in the 2008 negotiation of the $306 billion bailout, instead of having the government making exceptions to all rules in place, Citigroup could have closed, declared bankruptcy and many innocent people would have been severely hurt.

 

Jodi Lang’s 05/26/2017 voice message stated that she already started before May 27th the collection procedure and that I will not receive the email I requested addressing my concerns and stopping the collection procedure. Her tone and words were something unbelievable that you should hear, which does not leave any room for addressing any concern, for any negotiation, for any consideration and that by taking away my tools, destroying my financial record, impeding me to continue my research, taxpayers will continue to be hurt with hundreds of millions of dollars wasted and millions of people will continue to die needlessly, although 17 years ago my inventions could have saved many of them but is still unfunded.

 

The items to evaluate in the negotiation are very clear and very simple to understand.

 

  1. I paid all my expenses charged to my personal credit card. In fact, on March 2017 when I stopped paying your invoices I already paid $1,390.83 more than my expenses charged to the credit card. The total of my payments in fees and interests reported at this link (goo.gl/AlWHvC) were the following: in 2013, $569.42 in fees and $799.36 in interest; in 2014, $2,190.51 in fees and $529.37 in interest; in 2015, $1,596.97 in interest; in 2016, $1,355.79 in fees and $2,769.75 in interest; and for 2017, to the date of March 27, $111.00 in fees and $306.38 in interest, totaling to $10,228.55. The money you were asking me to close the deal with on March 27th when I stopped payments was $8,837.72 (see statement at “goo.gl/3Rx9UG”), however, I already gave Citigroup $1,390.83 more than what I charged to the credit card. The fees and interests were caused by the people responsible in the scientific community who ignored, rejected and even suppressed my inventions beneficial to humanity instead of addressing them with scientific arguments. Therefore, it would be fair to ask the payments of the fees and interest to them or be compassionate, as I am toward the taxpayers who are robbed of hundreds of millions of dollars for less efficient and more costly electronics. As well, I have compassion toward the 8.2 million people who die needlessly from cancer, knowing that my invention has been available for 17 years could have saved over 50% of those who could have undertaken an examination with my 3D-CBS (3-D Complete Body Screening). It is not fair for Citigroup asking me, who worked for all of them with no income for 17 years (including working for you, your grandchildren and future generations to greatly lower your risk of being victim of cancer), additional payments in interests and fees for a large profit to Citigroup in this case.

 

  1. The reason for these fees and interests is because of the long overdue public scientific discussion/review of my life and money saving inventions from the scientific community. A discussion/review that should be similar to the scientific public review of my previous basic 3D-Flow invention requested by the Director of the Superconducting Super Collider, that was held at FERMILAB on December 14, 1993, and recognized valuable, more performant and cost-effective compared to any other approach/project. These advantages have been valid all along during the past two decades and now 59 quotes from reputable industries prove that my 3D-Flow OPRA invention can replace 4,000 electronic boards of the CMS Level-1 Trigger (as well as replace electronics of other experiments and applications in medical imaging) with nine 3D-Flow OPRA electronic boards, which provide an enormous performance improvement at one thousandth the cost.

 

  1. Citigroup wouldn’t have charged me $10,288.55 in interest and fees for purchases related to my life- and money-saving invention/project if the scientific community and government agencies handling taxpayer money would have addressed this issue following scientific procedures rather than suppressing my inventions (e.g. the interests and fees charged by Citigroup were related to the late payments of expenses such as $3,160 on 10/24/2015 to Business Wire for Press Releases to inform the public at large about the benefits of my inventions, expenses on computer, electronic components, internet services, printing scientific material, participation to the IEEE-NSS-MIC-RTSD conference in Seoul, South Korea in 2013, in Seattle, Washington, in 2014, in Strasbourg, France in 2016, to inform directly in a one-on-one meeting/discussion the influential people in the scientific community. Expense for the trip to Washington D.C. on December 2014 to attempt to inform directly leaders in the field at the Department of Energy and at the National Institutes of Health and at the National Cancer Institute who are handling billions of taxpayer money to fund research). At each one of these events I was expecting answers consistent with science, referring to the goal to use taxpayer money in the best interest of the public and get some funding to pay the incurred expenses. Instead, not only my inventions were ignored, but even suppressed. I had to struggle to pay the above listed expenses, incurring fees and interest because taxpayer money was assigned to less efficient and more costly projects.

 

  1. There are many, many proofs that my inventions have been, and continue to be suppressed. Here are some of them. Just a few pages below in this document, the email sent on 05/26/2017 at 2:49 pm, proves that some influential scientists at CERN blocked all my emails to any CERN employee claiming: “The message was rejected due to content restrictions”. This is to avoid addressing the issue that CERN wasted hundreds of millions of dollars with the CMS L-1 Trigger 4,000 electronic boards (and several other triggers) that could have been replaced with my nine 3D-Flow OPRA boards, which can provide higher performance at one thousandth the cost. The same suppression came from the U.S. Department of Energy, which blocked my email address to avoid addressing the same issue. Furthermore, its officer, Glen Crawford, DOE Research and Technology Division Director wrote an 8-line contradicting, self-incriminating email with order actions referring to non-existent rules, regulations or laws, but more specifically prohibiting me from talking with any DOE employee in the future about my invention/proposal, and prohibiting me from resubmitting my invention for future consideration (see “goo.gl/Ycm3ph). My official proposal, documents, emails correspondence with DOE, including Crawford’s self-incriminating email sent officially, with copies to other DOE employees have been destroyed. This was confirmed by the FOIA (Freedom Of Information Act) and by the DOE Office of Hearing and Appeals that recognized I was right when I provided the proof that those documents existed. They ordered the DOE to investigate why those official documents disappeared, and sent me a letter dated 02/01/2017, informing that I won the appeal (goo.gl/SD1Za4), but their order also has been ignored by the DOE Office of Science and the Office of High Energy Physics. Instead, what remains in place is the prohibition to discuss my invention with DOE employees and to resubmit a proposal. The scientific community did not allow me to present my work at conferences (see goo.gl/8brWEA). They took the microphone from me on four occasions while I was asking questions to the keynote speakers at conferences and workshops. The NCI Deputy Executive Officer, Anne Lubenow promised me in a one-on-one meeting at the NCI, Building 31 in Bethesda, Maryland on December 11, 2014 and in several other emails (last of which on January 15, 2016) that she was organizing a meeting or conference call with her NIH-NCI experts in the field about the most cost-effective approach in reducing cancer deaths and costs and about the specific technology related to my 3D-CBS invention (3D-Complete body Screening). However, she never organized such meeting or conference call (see goo.gl/xZTVju). On May 20, 2016, I had a 35 minute phone conversation with Michael Lauer, Deputy Director for Extramural Research at the National Institutes of Health (NIH), informing him about the ten rejection of my request for $100,000 grants submitted during a period of nine years to NIH-NCI. I informed him that the same scientists who rejected the presentation of my ideas/approaches/innovations at conferences, etc. now are receiving $15.5 million from NIH for the Explorer project which has several ideas that they rejected of mine in the past which they have copied to receive grants. NIH rejected all my proposals and funded the Explorer project that is less efficient, cannot save many lives and costs over ten times my 3D-CBS (3-D Complete Body Screening) innovations that can instead save many lives and reduce healthcare costs. I also told him that Bill Moses, one of the authors of the Explorer project, confirmed in a meeting on November 31, 2016 at the IEEE_NSS-MIC Conference in Strasbourg that all my data and source information in the table (see goo.gl/tmTZ9O) showing the enormous advantages of my 3D-CBS compared to the Explorer project were correct and he was available to address this issue with the funding agency NIH if Michal Lauer would call him for a meeting with me. I asked Michael Lauer for this meeting and he did not respond. He contines giving over $3 million of taxpayer money every year to the Explorer project that is known in advance it cannot significantly reduce cancer deaths and costs, while the 3D-CBS that has these capabilities goes unfunded (see goo.gl/qn02Wk).

 

Citigroup agents with their actions are contributing to destroy me personally and with the collection are following the path to repeat, 172 years later, the same scenario  Semmelweis experienced in 1847.  (See goo.gl/SA109k).

Citigroup has over 230,000 employees. Would it be possible, instead of receiving these letters and phone calls from Jodi Lang to expect to have someone, who in a negotiation representing you will consider facts, circumstances, reads documents, addresses concerns for a few thousand dollars as the government addressed Citigroup’s concerns for $306 billion bailout in 2008, making exceptions to all rules in place?

 

On behalf of cancer patients and taxpayers who have already been damaged during the past two decades because scientific issues have not been addressed properly from the scientific community, I beg you tell your agents at Citigroup to STOP destroying my research, my cause and consequently, cancer patients and taxpayers.

 

I see that several of you have been to Harvard, Yale, Cambridge, Columbia and other prestigious universities. Ultimately, could you pick up the phone and call your colleagues at these universities and ask them to express any technical-scientific remark about the enormous advantage of my inventions in performance improvements and cost reduction compared to any other approach, that is described in two pages for the applications in physics (goo.gl/AoszvQ) and two pages for applications in medical imaging (goo.gl/QLuA1n) detailed in a 271-page document (goo.gl/w3XlZ1) proven feasible by 59 quotes from reputable industries? Or ask them to provide references to other more performant and more cost-effective approaches/projects/ideas that they are aware of.  My apologies for the organization of the 271-page document (goo.gl/w3XlZ1) which is not structured as an article or as a book but is addressing in sequence the 81-page instruction to submit a grant application to the DE-FOA-0001414 solicitation from the Department Of Energy. To avoid missing any request in the DOE solicitation, while reading the 81 pages of instruction, I created a chapter or a subchapter to address specific DOE requirements. This resulted in some unavoidable repetitions which I also found in the 81 pages of instruction and the sequence of the arguments that does not facilitate reading. Therefore, I created a Table of Content to help the reader find the relevant material.

 

Please ask your colleagues to gather any technical-scientific questions from any opponent to my invention (even from CERN or from any other university), so that I can answer and address them with technical-scientific arguments and put an end to the suppression of my inventions by those who are trying to eliminate all my resources, so to impede me to realize it.

 

I respectfully request you tell your agents at Citigroup to stop the collection procedure that could take away my tools: chair, table, computers, oscilloscopes, Logic State Analyzers, power supplies, etc. impeding me to continue my research and to write a letter to the credit bureau Experian, Equifax and TransUnion to remove their negative report and restore my credit score.

To this end, in 1992, I invented the 3D-Flow parallel-processing system architecture that “breaks the speed barrier in real-time applications”. My 3D-Flow invention is “BREAKING THE LIMITS OF TECHNOLOGY”.

 

Recently I have submitted a proposal for my ER/DSU unit for 8,192 channels sustaining 650GB/sec contained in a 6U VME crate, costing $40,000 that is recording for 1 to 2 seconds of real data generated by the LHC (see from page 149 to 170 of goo.gl/w3XlZ1) and then sending the same data in a controlled environment to different units such as the CMS, ATLAS, 3D-Flow OPRA and other Level-1 Trigger systems determining which system is more efficient in finding the sought particle and filtering the background noise. This unit would allow the testing of different L-1 Triggers in a controlled environment to guarantee performance in an unpredictable, uncontrolled environment.

 

None were funded and now even their information to the scientists and the public are being suppressed.

Dear investigative journalist, thank you for your service to the public interest.

 

We know that you receive thousands of cases showing damages to the public that would require your attention and help and you need to select those more “RELEVANT” to satisfy the people who are funding with donations or tax-money to your work to eliminate the greatest damages and injustices to the public.

 

Several people asked me why this problem of suppressing my innovations which is related to the most deadly and costly calamity, cancer and to the most expensive experiment in the history of the planet having the potential to save millions of lives with an effective early cancer detection and reducing the wasting of hundreds of millions of tax-dollars is not investigated by journalists. For comparison, could you please provide the references to projects that you worked on during the past ten years that you believe had higher priority because they were more RELEVANT with the potential to reduce more than 50% of 8.2 million cancer deaths per year, could save hundreds of millions of taxpayer dollars and could provide major advancement in science benefitting several fields as my breakthrough 3D-Flow and 3D-CBS innovations can provide? If you could not provide such list, wouldn’t be worth to start investigating those events where people violate laws and regulations to suppress my inventions?

 

Dear Philanthropist and donor of small or large amounts, thank you for your support to humanitarian causes.

 

All contributions you are making for any humanitarian cause is valuable, however, we cannot ignore the causes that create more suffering, more avoidable deaths and avoidable waste of hundreds of millions of dollars of taxpayer money.

 

I am not asking you to fund my innovations for millions of dollars, leveraging on the emotion and compassion that can generate a few stories of imaginable suffering of people who die from cancer or the suffering and hard life of people who have difficulty paying bills at the end of the month while hundreds of millions of their taxpayer money is wasted.

 

I am asking for support for a few thousand dollars to sustain the proper scientific course of events that should be a guarantee to any major innovative project claiming disruptive benefits to humanity. I am asking to support this scientific procedure for my two inventions the 3D-Flow OPRA and the 3D-CBS (3-D Complete Body Screening) for a transparent, fair, public scientific review, where their scientific merits are discussed with the top experts in the field and compared with any other approach/idea/project for the highest merit in performance, cost-effectiveness and benefits to humanity.

 

After this transparent public scientific procedure, you will have a clearer picture of the pros and cons of the projects that have been compared and be in the position to make an informed choice of the project that has the potential of the highest benefit to humanity.

 

This will translate your contribution in maximum possible benefits to humanity.

It is not necessary for the investigator to be knowledgeable in science or physics (although some knowledge is an advantage) because the problems to address and solve are where some people are breaking the law and damaging the public.

Furthermore it is urgent that you acknowledge via email that you are not starting the collection procedure on May 27, 2017 of my tools: table, chair, computers, oscilloscopes, Logic State Analyzer, power supplies, etc. Please ask your agents at Citigroup to STOP hurting me and my cause. Instead they reported me to the credit bureau making my 834 score that took me 26 year to build, plunging to 627. Please ask them to give up coming after me, to STOP a collection procedure on May 27, 2017.

Dear scientists please help to find a foundation that has a budget that can shoulder my cause for a few thousands dollars to resolve this urgent crises as the government shouldered Citigroup losses in 2008 and inject new capital of $306 billion. This will give some time for my innovations to be addressed properly in a public scientific discussion/review at CERN or chip in with what you can to the non-profit, tax-exempt Crosetto Foundation website listed below.

 

To solve Citigroup problem and many other problems of stopping wasting hundreds of millions of dollars of taxpayer money and the needless loss of millions of people from cancer that could be save with an effective early cancer detection provided by my invention, I respectfully request you (decision makers, leaders in the field, investigative journalists and those who care…) write an email to Andy Lankford, ajlankfo@uci.edu, Joel Butler, joel.butler@cern.ch,  and Nadia Pastrone, nadia.pastrone@cern.ch, asking them to organize a public discussion/review of my inventions at CERN and stated in a letter from CERN Director General on February 2nd, 2017. This public scientific review of my 3D-Flow OPRA invention similar to the one Andrew Lankford and Joel Butler organized in 1993 at FERMILAB on my previous basic 3D-Flow invention, which was recognized valuable, is long overdue. It is important for the public interest that journalists start an investigation. It is not necessary for the investigator to be knowledgeable in science or physics (although some knowledge is an advantage) because the problems to address and solve are where some people are breaking the law and damaging the public.

Dear scientists at Harvard SEAS University and scientists at CERN who cannot be reached because CERN has blocked my email (please forward this email to any scientist who you think might be interested because my email has been blocked, without receiving a reason, not only from CERN, but also from DOE and for sometimes I noticed that my emails were not reaching recipients at NIH and NCI. The articles focus on the need to build very powerful tools targeted to perform precise measurements to confirm or exclude the existence of a particle predicted by theoretical calculations, and uncover the unknown.  We should envision to be able to test every part of the apparatus in a controlled environment so, when the unknown particle or phenomenon occurs we are sure that the apparatus has the capability to capture it. My ER/DSU unit that is recording for 1 to 2 seconds real data generated by the LHC (see from page 149 to 170 of goo.gl/w3XlZ1) can provide the same data to different units such as the CMS, ATLAS, 3D-Flow OPRA and other Level-1 Trigger systems determining which system is more efficient in finding the sought particle and filtering the background noise.

 

The scientific community should not play all its cards with a single particle, the Higgs boson by advertising to the public that CERN will find it by all means. What happen if it did not exist? Or if it is not exactly what it was expected? Our task and duty is to build working powerful tools. Those are taking us everywhere to discover the unknown.

 

When I first came at the Superconducting Super Collider in 1991, my supervisor, Jim Siegrist who is now the Director of the Office of High Energy Physics at the DOE, asked me to study and design the level-1 Trigger for the Gamma Electron and Muon GEM) experiment. About ten months I went back to Siegrist’s office and told him I found a solution that was not only solving the problem of GEM experiment, but was also solving the problem of the competing SDC experiment and the experiment across the ocean at CERN in Geneva. I invented the 3D-Flow processor and system architecture that can solve many problems, such as in medical imaging. It went through a formal official major scientific review and was approved, however, later the money went to less efficient and much more expensive systems that were mainly targeted to the Higgs boson.

 

Dear decision makers, leaders in the field, investigative journalists and those who care to make the scientific truth for the benefit of humanity prevail, we should work together to demand and implement transparency in science (please see APPEDIX for references to information supporting these claims.

As a consequence of Citigroup agents’ negative report to the Credit Bureau Experian, Equifax and Transunion, I was informed that two credit cards on May 24, 2017 reduced my credit line (which is at zero interest until October 2017), from $25,000 to $22,500 for the credit card ending in 0819 and the other ending in 9859 from $9,000 to $5,000. It is a unpleasant experience believing to still have a margin on the credit card for $4,000 and being denied because the credit card company suddenly lowered the limit due to Citigroup agents’ negative reporting. This is further aggravating the financial situation because is eliminating the buffer of $6,500 that I could use with zero interest to pay utility bills while addressing the scientific argument with Andy Lankford, ajlankfo@uci.edu, Joel Butler, joel.butler@cern.ch,  and Nadia Pastrone, nadia.pastrone@cern.ch, and the experts at CERN, DOE, NIH, NCI, and other funding agencies or people who raised money to eradicate cancer such as Texas Senator Jane Nelson who raised $3 billion and former Vice-President Joe Biden who received $1.8 billion of taxpayer money to eradicate cancer.

Citigroup agents with their actions are contributing to destroy me personally and with the collection are following the path to repeat, 172 years later, the same scenario  Semmelweis experienced in 1847.  (See goo.gl/SA109k).

I see that you read my email dated May 22, 2017 and you are therefore aware that Citigroup agents deceived me and those benefitting of my inventions: taxpayers, cancer patients and humanity, by making me believe they were addressing my concerns first described in my letter dated April 14, 2017 (goo.gl/4LP2rF) and later on May 5, 2017 (goo. gl/H0ycXn) as it was stated in the letter dated April 17, 2017, (goo.gl/NPpdZF) sent from the Office of the President of Citigroup. Instead they reported me to the credit bureau making my 834 score that took me 26 year to build, plunging to 627.

To solve Citigroup problem and many other problems of stopping wasting hundreds of millions of dollars of taxpayer money and the needless loss of millions of people from cancer that could be save with an effective early cancer detection provided by my invention, I respectfully request you (decision makers, leaders in the field, investigative journalists and those who care…) write an email to Andy Lankford, ajlankfo@uci.edu, Joel Butler, joel.butler@cern.ch,  and Nadia Pastrone, nadia.pastrone@cern.ch, asking them to organize a public discussion/review of my inventions at CERN and stated in a letter from CERN Director General on February 2nd, 2017. This public scientific review of my 3D-Flow OPRA invention similar to the one Andrew Lankford and Joel Butler organized in 1993 at FERMILAB on my previous basic 3D-Flow invention, which was recognized valuable, is long overdue.

Last year I corresponded with the previous president of The Rockefeller Foundation, Dr. Judith Rodin, who was also a member of the Citigroup Board of Directors explaining my hardship situation. At some point she advised me to submit a formal request for a grant to the Rockefeller Foundation. I submitted the request for $2,150 that would have given me two months break from worrying about paying my minimum payments to the credit cards and some utilities so I could work on my cause to accelerate the benefits of my inventions to humanity. My request was denied in less than 24 hours from submission. I sent you a fax on March 18, 2017 explaining my situation and I was told over the phone I will receive an answer within two weeks addressing with consideration my concerns. To date I have not received a reply. I see that you read my email dated May 22, 2017 and you are therefore aware that Citigroup agents deceived me and those benefitting of my inventions: taxpayers, cancer patients and humanity, by making me believe they were addressing my concerns first described in my letter dated April 14, 2017 (goo.gl/4LP2rF) and later on May 5, 2017 (goo. gl/H0ycXn) as it was stated in the letter dated April 17, 2017, (goo.gl/NPpdZF) sent from the Office of the President of Citigroup. Instead they reported me to the credit bureau making my 834 score that took me 26 year to build, plunging to 627.

I respectfully request you acknowledge via email that you are not starting the collection procedure on May 27, 2017 of my tools: table, chair, computers, oscilloscopes, Logic State Analyzer, power supplies, etc. and that you will address one-by-one all seven points of the concerns I listed below in the letter that your read on May 22, 2017. Please ask your agents at Citigroup to STOP hurting me and my cause. Please ask them to give up coming after me, to STOP a collection procedure on May 27, 2017.

Dear decision makers, leaders in the field, investigative journalists and those who care to make the scientific truth for the benefit of humanity prevail, we should work together to demand and implement transparency in science (please see APPEDIX for references to information supporting these claims.

 

To solve Citigroup problem and many other problems of stopping wasting hundreds of millions of dollars of taxpayer money and the needless loss of millions of people from cancer that could be save with an effective early cancer detection provided by my invention, I respectfully request you (decision makers, leaders in the field, investigative journalists and those who care…) write an email to Andy Lankford, ajlankfo@uci.edu, Joel Butler, joel.butler@cern.ch,  and Nadia Pastrone, nadia.pastrone@cern.ch, asking them to organize a public discussion/review of my inventions at CERN and stated in a letter from CERN Director General on February 2nd, 2017. This public scientific review of my 3D-Flow OPRA invention similar to the one Andrew Lankford and Joel Butler organized in 1993 at FERMILAB on my previous basic 3D-Flow invention, which was recognized valuable, is long overdue.

I am respectfully requesting Citigroup CEO, President and members of the Board of Directors to acknowledge that you are not starting the collection procedure on May 27, 2017, of my tools: table, chair, computers, oscilloscopes, Logic State Analyzer, power supplies, etc., that will impede me to continue my research, after Citigroup agents have already destroyed my credit score from 834 to 627 and have not provided the promised response to my concerns.

These problems are because answers addressing inconsistencies of wasting hundreds of millions of dollars of taxpayer money and millions of lives needlessly lost from cancer that could have been saved with my inventions recognized valuable in providing great benefits in particle detection ARE LONG OVERDUE from Joel Butler, Andrew Lankford and Nadia Pastrone and from the Government Funding Agencies such as DOE, NIH, NCI, European Commission, from Texas Senator Jane Nelson, who raised $3 billion to eradicate cancer, from former U.S. Vice-President Joe Biden who received on Dec. 2016, $1.8 billion of taxpayer money to eradicate cancer, etc.

These problems exists because I believe a) in the scientific truth, b) in justice and c) because I have compassion for the 8.2 million people suffering and dying needlessly every year from cancer, knowing that many of them could be saved with my inventions and d) because I have compassion for taxpayers who have difficulties to balance their family budget every month and are robbed by the influential scientists who waste hundreds of millions of dollars, knowing for many years that they can build electronic system more performant at one thousandth the cost.

Because I believe in these four things I have used my personal credit line at Citigroup and now, after having paid all the expensed that I charged to the credit card Citigroup is asking me to pay $9,000 in fees and interests, destroying my credit record that I built in 26 years slashing it from 834 to 627 and informing me that a collection procedure that could take away my tools will start on May 27, 2017. This is not fair not just because I am a 22 years Citigroup customer but because I informed them that taking out the tools to advance in science and for a lifesaving technology will be hurting all of us.

It is outrageous that some influential scientists at CERN continue to waste hundreds of millions of taxpayer dollars in old, obsolete, clumsy apparatus, knowing that can be replaced with my 3D-Flow OPRA invention providing an enormous performance improvement at one thousandth the cost, and their actions are also damaging other related applications that could provide benefits in saving millions of lives and reduce healthcare costs.

It is urgent that Joel Butler, Andrew Lankford and Nadia Pastrone follow the directives from CERN Director General and organize a public scientific discussion/review of my 3D-Flow OPRA invention at CERN similar to the one Butler and Lankford organized in 1993 at Fermilab for my previous basic 3D-Flow invention that was recognized valuable. It is urgent that I am allowed to present my inventions at CERN and have the possibility to answer the objections from the opponents to my inventions to advance in science and reduce costs.

We should work together to address those concerns for greatly reducing the risk for you, your grandchildren and future generations of dying prematurely from cancer.

On May 22, 2017,

…[it was] renewed the request [to Joel Butler, Andrew Lankford and Nadia Pastrone] I could present my innovation at CERN which is now in a stronger position after Butler and Lankford could not provide during the past three months references to any approach/project more performant and more cost-effective compared to the statements they made in 1993 and 1995 that recognized and endorsed my invention as the one superior to any others and needed to be to be funded.

Everyone can contribute to make the scientific truth for our benefits and the benefits of future generations prevail. Citigroup CEO, President, Member of the Board of Directors, employee, or any concerned citizen in the world can ask the same legitimate question to Andy Lankford, ajlankfo@uci.edu (goo.gl/8jaxDH), Joel Butler, joel.butler@cern.ch  (goo.gl/ZJh0Kg), and Nadia Pastrone, nadia.pastrone@cern.ch, instead of starting the collection procedure on May 27, 2017 that could take away my tools: table, chair, computers, oscilloscopes, Logic State Analyzer, power supplies, etc., that will impede me to continue my research. Their answer is long overdue and is the cause of these problems, including that I had compassion for the 8.2 million people suffering and dying needlessly every year, knowing that many of them could be saved with my invention in particle detection that can provide an effective, 1% radiation dose compared to current PET, early cancer detection. For this reason I used my personal credit line at Citigroup hoping you had some compassion for them as well and would not try to make a large profit because I do not have an income.

Asking legitimate questions to the people in charge, who hold positions of responsibility is the right scientific approach, the right procedure, while a collection procedure to take away the tools that can provide this life saving technology is hurting all of us.

Please respond ASAP with acknowledgement that Citigroup is not starting the collection procedure on May 27, 2017.

Last year, on June 29, 2016 at 7:25:46 PM GMT your agent from the Office of the President, Ms. Braught Wendy wrote me an email, why it would not be possible to write me an email now?

For all the reasons reported below, I respectfully ask you, Dr. Michael Corbat, Dr. James Forese, the members of Citigroup Board of Directors to ask your agents at Citigroup to STOP hurting me and my cause. Please ask them to give up coming after me, to STOP a collection procedure on May 27, 2017 if I do not pay fees and interest as I was told by your agent, Bryan on the phone on May 6, 2017, causing more damage in taking out my chair, table, computers, oscilloscopes, logic state analyzer, taking away from me all resources crushing my inventions forever. After Citigroup officers reported a negative status instead of addressing my concern as stated in your letter, on May 17, 2017, my scores from 834 in September 2016, plunged to 627 (goo.gl/iET0Z7).

The money Citigroup were asking me to close the deal on March 27th when I stopped payments was $8,837.72 (see statement at “goo.gl/3Rx9UG”), however, I already gave Citigroup $10,228.55, which is $1,390.83 more than what I charged to the credit card.

I cannot solve the cancer problem alone, not even if I am not paid with a salary for 17 years, working constantly with dedication, and it is unfair to ask me to pay a profit to Citigroup for $10,288.55 in interests and fees while I am working for your benefit, for the benefit of your grandchildren, future generations and humanity because I have considerations to reduce your risk of dying prematurely from cancer with an effective early detection. It will be logical and reasonable if Citigroup will appoint experts to examine my work and inventions and if their experts cannot find any other approach or project more cost-effective in discovering new particles, advancing in science and significantly reduce cancer deaths to contribute to this cause. However, please now STOP your agents coming after me.

After Citigroup officers reported a negative status instead of addressing my concern as stated in your letter, on May 17, 2017, my scores plunged to 627 (goo.gl/iET0Z7).

 

I discovered this because the same day I received a rejection for the application of a credit card with zero interest for 7 months. The Rejection stated: “You have an unsatisfactory payment history on your personal credit report”.

 

I immediately looked at my credit report and I didn’t see a single late payment reported during the past 25 years in my 5 credit cards, except one late payment 30+ days and one late payment 60+ days reported by your officers (goo.gl/iET0Z7) for the month of March and April 2017 instead of providing an answer to my letter dated April 14, 2017 as promised in your letter dated April 17, 2017.

 

Because I was not receiving an answer to my letter, on May 5, 2017, I wrote another letter, and on May 6, 2017 I answered the call from your office (+1-800-388-2200), hoping the agents would give me the good news that my concerns were addressed and found reasonable. I remained on the phone for 88 minutes. The first agent I spoke with was not aware of any of my letters. The second agent, Ms. Sheema claimed she was not aware of any of my letters as well. The third agent, Bryan who was the senior supervisor at the highest level did not address my concerns.

 

Bryan told me that there was a note on the Citigroup computer system that your response letter to my concerns was placed in the mail on May 3rd, 2017, therefore I should receive it in a few days. Such letter addressing my concerns never arrived.

 

  1. My concern is to greatly reduce the risk for you, your grandchildren, your dear ones and humanity to die prematurely from cancer, by building an effective 3D-CBS (3-D Complete Body Screening) device targeted to early cancer detection which I made available for the past 17 years.

 

  1. My concern has been to inform you and other decision makers about my life-saving technology. I have done this by using my resources, dedicating my time and life for two decades and using also the credit line on my personal account trusting to have your consideration for the compassion I had toward the millions of people who have suffered and died needlessly from cancer (many of the 8.2 million dying from cancer every year) knowing that many of them could be saved with my 3D-CBS innovation.

 

  1. My concern has been to inform you that it would have been for your interest and for the interest of all your agents and personnel working for Citigroup to support scientific procedures as I have been pursuing during the past two decades to make the scientific truth beneficial to you and humanity prevail. Because Citigroup Citi Treasury and Trade Solutions (TTS) intermediates more than $3 trillion in global transactions daily and their concerns in 2008 were addressed by the government that shoulder their losses and inject new capital of $306 billion, making exceptions to all rules in place, it would have been logical to expect that in turn, Citigroup would have addressed my compelling case of a few influential scientists who are damaging science and humanity by suppressing innovations. It would have been logical to expect to understand that the compliance of the scientists with their job is long overdue and to contribute with a few thousand dollars (not billions of dollars as the Government did with Citigroup) to allow me to carry on with this important work. As I said before, this problem with Citigroup and many other problems would not exist if a few influential scientists handling taxpayers money would have addressed this issue following transparent, public, scientific procedures instead of suppressing innovations.

 

  1. My concern has been to inform you that it is not logical to ask a person with no income, working for your benefit, the benefit of Citigroup employees and the benefit of humanity, to pay Citigroup so it can make a profit on the cause benefitting them. If you do not want to contribute to this cause for the great benefit of humanity in defeating the most deadly and costly calamity, at least do not hurt others because you want to make a high profit by all means (200% profit, receiving an additional $9,000 in fees and interest on a $9,000 debt already paid).

 

  1. My concern is to explain and prove with the accounting reported in your credit card statements that I paid all my expenses charged to my personal credit card. In fact, on March 2017 when I stopped paying your invoices I already paid $1,390.83 more than my expenses charged to the credit card. The total of my payments in fees and interests reported at this link (goo.gl/AlWHvC) were the following: in 2013, $569.42 in fees and $799.36 in interest; in 2014, $2,190.51 in fees and $529.37 in interest; in 2015, $1,596.97 in interest; in 2016, $1,355.79 in fees and $2,769.75 in interest; and for 2017, to the date of March 27, $111.00 in fees and $306.38 in interest, totaling to $10,228.55. The money you were asking me to close the deal on March 27th when I stopped payments was $8,837.72 (see statement at “goo.gl/3Rx9UG”), however, I already gave Citigroup $1,390.83 more than what I charged to the credit card.

 

  1. My concern is to explain that the suggestion received over the phone on May 6, 2017 from Bryan, the Citigroup senior agent, to borrow money from others is not solving the problem because it is just passing on to others and it shows not having concerns for others asking them to make a payment so Citigroup will make a profit to a cause that is beneficial to them.  What is needed is to address the real problem that influential scientists handling taxpayer money have the responsibility to make the scientific truth emerge through transparent, public, scientific reviews, rather than wasting taxpayer money.

 

  1. My concern is to explain that this case now falls into the category of cases discussed on the phone with Citigroup agent, Esperanza on April 17, 2017 when we discussed the article titled “New credit card rules lift pressure on banks” published in The Daily Telegraph on April 4, 2017, which states: “…The Financial Conduct Authority (FCA) has unveiled a host of proposals that would force firms to help consumers laboring under long-term credit card debts, including cancelling interests or charges for customers who are unable to clear their balances through a repayment plan…” With the latest actions by Citigroup of reporting my 30 and 60 days late payments instead of answering my letters, addressing my concerns as promised in your letter dated April 17, 2017, now my credit score is at 627, I applied for a new credit card offering 7 months, zero interest and I was rejected because of your reporting to the credit bureau. Your action has created a cycle that is destroying not only my credit but also me personally and my ability to continue my life saving technology effort.

 

For all the above reasons, I respectfully ask you, Dr. Michael Corbat, Dr. James Forese, the members of Citigroup Board of Directors to ask your agents at Citigroup to STOP hurting me and my cause. Please ask them to give up coming after me, to STOP a collection procedure on May 27, 2017 if I do not pay fees and interest as I was told by your agent, Bryan on the phone on May 6, 2017, causing more damage in taking out my chair, table, computers, oscilloscopes, logic state analyzer, taking away from me all resources crushing my inventions forever.

 

By starting the collection procedure on May 27, 2017, to remove my tools that will impede me to continue my research, Citigroup  which has already destroyed my credit score that took me 26 years to build and now contributing more to destroy me personally with the collection, is on the path to repeat, 172 years later, the same scenario  Semmelweis experienced in 1847.  (See goo.gl/SA109k).

 

If your office would have responded as they promised on April 17, 2017 and addressed point by point my concerns in my letter dated April 14, 2017 and the following on May 5, 2017, we would not find ourselves in this situation and we would have hopefully resolved the issue in a reasonable way, addressing all above concerns as the Government addressed Citigroup concerns in 2008 and shouldered you with $306 billion. Instead I have received over 700 phone calls to my cell and home phone from Citigroup, including weekends. Just during the last 12 days I received 52 phone calls on my cell phone, many on my home phone and 12 voice messages on my answering machine each for 29 seconds. When I answer the phone the Citigroup agent is not aware of any exchange of correspondence with the Office of the President and do not have access to any correspondence nor are willing to address any concern.

 

I have a larger debt on other credit cards that is at zero interest, however, I cannot have more because I have been rejected on May 17, 2017 by another credit card as a consequence of Citigroup lowering my credit score from 834 to 627.  Instead of charging me $10,228.55 in fees and interests, Citigroup could address my concerns listed above that can be solved by making the scientists accountable to implement transparent scientific procedures to make the scientific truth for the benefit of humanity prevail. Their answers are long overdue and are the reason why my concerns deserve to be considered.

 

I cannot solve the cancer problem alone, not even if I am not paid with a salary for 17 years, working constantly with dedication, and it is unfair to ask me to pay a profit to Citigroup for $10,288.55 in interests and fees while I am working for their benefit, for the benefit of their grandchildren, future generations and humanity because I have considerations to reduce their risk of dying prematurely from cancer with an effective early detection. It will be logical and reasonable if Citigroup will appoint experts to examine my work and inventions and if their experts cannot find any other approach or project more cost-effective in discovering new particles, advancing in science and significantly reduce cancer deaths, because of the resources Citigroup has, it will be logical and reasonable to pay me a salary rather than asking me to pay them interests and fees for Citigroup profit.

APPENDIX: REFERENCES TO CROSETTO’S INVENTIONS

There is solid proof that over 50% of cancer deaths can be avoided with early detection as there are many treatment options when cancer is detected early and most have great success. Treatments, however, do not work when detected in cancer’s later stages. Take for example colon cancer: If caught early it has a 91% survival rate, versus 11% if caught too late. Breast cancer has a 98% survival rate when detected at an early stage and 27% when detected late. What is missing is a non-invasive diagnostic device effective for early cancer detection.

A solution providing effective early cancer detection has existed for 17 years. It is the 3D-CBS (3-D Complete Body Screening) life-saving technology based on the 3D-Flow OPRA invention. I can help investigative journalists working for this cause to inform them and the public, but I do not have your experience and your connections to the public.

What is missing is a non-invasive diagnostic device, effective for early cancer detection in all organs of the body that can capture the most relevant and reliable signals related to the mutation of the very first normal cells into cancerous cells. Among the change in odor, temperature, conductivity, fluorescence, density, metabolism etc. of normal cells into cancerous cells, the most reliable signal is the one related to a change in metabolism. Cancerous cells eat from 5 to 70 times more nutrient than normal cells because they grow faster than normal cells -the more aggressive the tumor is, the more nutrient it eats. The technique to track the nutrient delivered by the blood stream to the trillion cells in our body is called Positron Emission Technology (PET). It works by tagging the molecules of the nutrient to the body cells such as oxygen, glucose etc. with a radioisotope (radiation) that is emitting two 511 keV photons in opposite direction with an energy that can pass through flesh and bones and exit the body of the patient. The PET technique was invented in 1953 and today we have over 10,000 PET devices in use in hospitals. However, these PET devices are not useful for early detection because of their inefficiency of capturing only about 1 out of 10,000 pairs of good photons, requiring a high radiation dose to the patient. Because the basic technology is related to the efficiency in detecting specific subatomic particles among a huge number of signals received from the radiation, the breakthrough must come from the field of particle physics and should be in the Level-1 Trigger unit (or “The Trap”). My 3D-Flow invention that breaks the speed barrier in real-time application provides this breakthrough and has been recognized as valuable by academia, industries and research centers at a major public, scientific, international review (goo.gl/zP76Tc), endorsed by top experts in the field (goo.gl/GIC5aR and goo.gl/VXBx33), published in a 45-page article by a prestigious scientific journal (goo.gl/BlSzQu), and proven feasible and functional in hardware (goo.gl/RiIn0B). My 3D-CBS (3-D Complete Body Screening) based on the 3D-Flow (see trifold goo.gl/YcAJDy”, and overview at “goo.gl/JMKyek”) is hundreds of times more efficient than the current over 10,000 PET devices. The 3D-Flow invention is technology-independent and can migrate to the most cost-effective technology. Both inventions 3D-Flow OPRA (Object Pattern Recognition Algorithm) and 3D-CBS have been proven feasible with current technology by 59 quotes from reputable industries.
