Thank you for sending your letter dated June 6, 2017 as a follow up to your letter dated April 17, 2017, where you promised to address my concerns.   

I regret to read your statements (signed by your representative, the Executive Officer at the Citigroup Office of the President, Ms. Jodi Lang), that you will not stop collections of fees and interests from me to make a high profit from this situation without addressing my concerns. Instead you state: “Such actions may include, but are not limited to, telephone calls being placed, letters and/or emails being sent and forwarding your account to an outside agency for debt collection. We are unable to provide a specific time frame of when such actions may occur.”   

I regret that in your letter you did not address my concerns for taxpayer’s wasted hundreds of millions of dollars and for the 8.2 million people dying every year from cancer, knowing that many of them could be saved with my inventions as well as they could reduce the cancer and research economic burden for all of us. Please find my response to Pavia’s University, INFN-CERN reviewers where I am addressing point-by-point their incorrect calculations and claims damaging taxpayers and cancer patients.

It can be proven by the calculations from your credit card statements at goo.gl/AlWHvC, that as of February 27, 2017, I paid all my purchases for merchandise and services which were charged to the credit card, even paying an additional amount of $1,390.83.

 

Your request for me to pay an additional $8,837.72 on March 27, 2017, which now you arbitrary increase every month reaching $9,471.18 on July 3, 2017, although I have not made any additional purchases of merchandise or services with the credit card since September, 2016, is for Citigroup to make a high profit from this situation with fees and interest.

 

Your letter dated March 28, 2017 (see below), explains how the government $306 billion to bail out Citigroup was a good program, but does not express why in your opinion, my life-saving invention is not. Your letter states: “…The infusion of capital through the TARP; however, does not allow us to lend money to a loss.” At this point, I am not asking to lend money to a loss but to reduce your high profit in fees and interest from $10,708 to $1,390.83 that I have already paid.

 

I respectfully request not to add any additional actions that are further damaging my cause to significantly reduce cancer deaths and costs with an effective early cancer detection and that are damaging me personally in addition to those that have already damaged my credit score and myself personally because of the violations to laws and rules by a few scientists who do not take responsibility as it is clear from my response to the review goo.gl/J9h4qL.

I respectfully request to give up from making high profit on this case and drop it.

 

Because Citigroup Citi Treasury and Trade Solutions (TTS) intermediates more than $3 trillion in global transactions daily  ̶

 

Because Citigroup’s concerns in 2008 were addressed by the government that shoulder their losses and injected new capital of $306 billion, making exceptions to all rules in place  ̶

 

Because I paid all merchandise and services I charged to my credit card, which were not personal but related to components, computers, printing documents, internet services, software, etc., related to the project to advance science and reduce cancer deaths and costs for the benefit of humanity  ̶

 

Because the fees and interest on my credit card were and continue to be caused by the delay from scientists and funding agencies to address matters of their responsibility (reviewers do not read with attention my documents, articles, innovations as demonstrated at goo.gl/J9h4qL), which are damaging taxpayers and cancer patients, not only for this relatively small amount (which is however, a significant amount and a detrimental action for me as it is destroying me personally, taking away my tools for advancement with my research for the benefit of mankind, destroying my cause to reduce cancer deaths and costs) but for much greater damages in hundreds of millions of taxpayers and lives needlessly lost  ̶

 

Because the fees and interest on my credit cards were and continue to be caused by the violations of laws, rules and professional ethics (see the five bullet points at page 19 of goo.gl/J9h4qL) by a few scientists and decision makers holding positions of responsibility in the field of particle detection, medical imaging and healthcare and because these violations are not reported to the public with an in-depth investigation  ̶

 

Because I cannot solve the cancer problem alone, not even if I am not paid with a salary for 17 years, working constantly with dedication, and because it is unfair to ask me to pay a high profit to Citigroup for over $9,000 in interest and fees while I am working for their benefit, for the benefit of their grandchildren, future generations and humanity because I have considerations to reduce their risk of dying prematurely from cancer with an effective early detection  ̶

 

̶  For the above reasons, including the government considering Citigroup’s concerns in 2008 bailing them out for $306 billion to avoid hurting many people, likewise it is legitimate to ask Citigroup to consider the concerns for the taxpayers robbed by hundreds of millions of dollars and for the people suffering from cancer and for the 8.2 million people dying needlessly every year, knowing that many of them could be saved with my 3D-CBS device for early cancer detection, it is legitimate to ask Citigroup not to make a high profit in fees and interest for over $9,000 on this cause and not destroying me personally by taking my tools, but to leave me in peace.

 

In your letter dated 6/6/2017, you stated: “After further review, it was determined that we have already addressed your concerns. Enclosed are copies of my previous responses to you.” I read those letters thoroughly one by one and could not find anywhere where my concerns were addressed.

 

·                     In your letter dated July 27, 2016, my concerns were not addressed. You just repeated the standard rules, not even mentioning the cases where you offer zero interest to the customers, not even explaining why the Citigroup Foundation guideline does not consider supporting the solution for the most deadly and costly calamity with a small percentage. If in 2008, the government instead of addressing your concern, making exceptions to all rules in place and bailing out Citigroup would have ignored all the compelling arguments, Citigroup would have declared bankruptcy and many people would have been hurt.

 

·                     In your letter dated August 6, 2016, my concerns for taxpayer’s hundreds of millions of dollars wasted and for the 8.2 million people dying from cancer every year, knowing that many of them could have been saved with my early detection were neither addressed nor mentioned.

 

·                     In your letter dated August 31, 2016, my concerns set forth in several letters were not addressed and you informed me that my letters were not even made available to the Citigroup agents who have made since October of 2016 over 700 phone calls. Instead of addressing my concerns you state: “Once again, we respectfully request that you cease sending emails and other correspondence requesting further consideration of funding your medical research or for comments related to the same. …such requests … may be viewed as harassment.” My concerns were neither addressed nor mentioned.

 

·                     In your letter dated November 4, 2016, my concerns were not addressed, the standard rules were repeated. Instead of granting zero interest you wrote that: “The APR may be increased up to the variable penalty rate of Prime + 26.74%, (29.99%) … In addition, we …decline your request to place a promotional rate on your account.” You repeat the same sentence regarding denying the request for consideration of my medical research and for being viewed as harassment.

 

·                     In your letter dated November 16, 2016, my concerns were not addressed.

 

·                     Your letter dated March 28, 2017, explains how the government $306 billion to bail them out was a good program, but does not express why in your opinion, my life-saving invention with the potential to solve the most deadly and costly calamity is not. Your letter states: “In regard to your concern related to the Troubled Asset Relief Program (TARP) of the Government Funding, this program was very helpful because it provided Citi with additional capital that helped us to continue to lend. The infusion of capital through the TARP; however, does not allow us to lend money to a loss.” At this point, I am not asking to lend money to a loss but to reduce your high profit in fees and interest from $10,708 to $1,390.83 that I have already paid. The letter continues repeating the usual sentence to cease requesting addressing my concerns about the taxpayer money and lives needlessly lost or for comments related to the same. …such requests … may be viewed as harassment.

 

This report of the content of your letters makes clear that not only you have not addressed my concerns as you stated in your most recent letter dated 6/6/2017, but your letter asked me repeatedly not to ask to address my concerns for the taxpayer money wasted and the millions of people dying needlessly that both could be saved with my money- and life-saving inventions.

 

Please let’s reflect on the legitimacy of your request that I should not ask to address my concerns for the damage to taxpayer and cancer patients, the appropriateness of your actions of going after me, destroying me and my cause of working for you, your grandchildren, and future generation to significantly reducing your risk of dying prematurely from cancer, your ordering to an outside agency to collect from me a high profit for Citigroup of $10,708 in fees and interest which could take away my tools impeding me to conduct my research.

 

This is despite Citigroup profits from over $3 trillion transaction daily, they recognized in the letter 3/28/2017 very helpful that the Government understood Citigroup concerns in 2008 and injected $306 billion cash to help them continue to lend and realizing that Citigroup’s justification that they are not allowed “to lend money to a loss” does not apply to my case because I paid all my purchases with the credit card and gave an additional $1,390.83 to Citigroup, therefore this case is not a loss for them and in addition I proved that a few scientists and government agencies (responsible to address my innovations more cost-effective with respect to the projects they were funding, violated laws, rules, and professional ethics by not responding), were responsible for the delays that caused the fees and interests on the credit card.

 

As an analogy, let’s suppose every day person A takes his dog for a walk with a very short leash almost strangling the dog by a narrow collar because person A pulls the leash making the dog walk only on his two back feet and kicking repeatedly his dog under the belly and person B moved by compassion express his concerns toward the non-considered treatment of the dog.

 

Person A does not address person B concerns, he tries instead to hurt person B by reporting to the neighbors, to the police etc. that he is harassed by person B. Furthermore, person A tries to destroy person B personally, so he will not receive the concerned statements about his dog.

 

Is it legitimate for person B continue to be concerned for the dog and because there is a solution for the dog being treated with consideration, he continues to express his concerns to his owner, person A and to anyone who could help?

 

In my situation, moved by compassion, I worked hard with dedication and commitment with no salary for 17 years because I am concerned for the taxpayers robbed by hundreds of millions of dollars and for the 8.2 million people dying every year from cancer knowing that many of them could be saved with my 3D-CBS (3-D Complete Body Screening) invention effective for early cancer detection and also cost-effective to save taxpayer money.

 

Rather than all actions to suppress my concerns, Citigroup could express their thoughts, provide their supporting material that would allow scientists and experts in the field respond and together workout compromises that best satisfy Citigroup’s role and mission, maximizing at the same time the benefits to their customers. 

 

The following are a few examples of possible responses to my concerns with reasons that would begin a dialogue so that the explanations and verification of the supporting material of different claims from different parties will lead to address this problem with consideration as the Government addressed Citigroup’s concerns in 2008.

 

1.                   For example, the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong, together with Gina Kolata from the New York Times reporting only 5% cancer mortality rate reduction in the past 50 years while for the same period for strokes was 74%, for flu and pneumonia was 58%, and those who claim that cancer is the most deadly and costly calamity in the world are all wrong. As well it is Citigroup’s opinion that all scientists, including the members of the panel of a formal, official, public scientific review held at FERMILAB in 1993 who recognized Crosetto’s 3D-Flow invention capable of filtering the background noise and identifying any sought-after particle were all wrong.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving that it is not true that 8.2 million people are dying of cancer every year, 7 million of whom younger than 75 years of age. They will also join the request by other people for a public meeting at CERN between Crosetto who can point out the flaws in the trigger systems and others who claim that it is not true that CERN CMS Level-1 Trigger (“The Trap”) costing over one hundred million dollars (and those of other experiments) does not have the capability to filter background noise and identify the sought-after particle (although their CMS Level-1 Trigger system was trashed on February 26, 2016).

 

Scientists will analyze data, facts and scientific evidence of both parties. They will report the Q&A at CERN between Crosetto and the opponents of his inventions and publish the results.

 

2.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong, together with all those who provide experimental data proving that early detection saves lives. They believe drugs for late detection are working and saving lives and research funding should mainly be spent in developing new drugs attempting to cure cancer when detected at a late stage, which is exactly what funding agencies are doing now. Citigroup with others believe that the size of the market of drugs such as Avastin that in 2012 sold $6.3 billion is the proof of success. The fact that in average prolonged life over a ten-year study for those who used Avastin of only 2.4 months might be justified by someone that soon or later we have to die. Crosetto believes that success of an approach/procedure/project is when experimental data shows the reduction of cancer mortality rate in a sample population.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving drugs developed for and used at late cancer stage work. Crosetto will provide experimental data proving that when a tumor is detected at an early stage has the probability to save the patient’s life for more than 50% of the cases.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

3.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong stating that sensitivity should be improved in PET (Positron Emission Tomography) rather than spatial resolution to the detriment of sensitivity as are doing the other scientists who receive grants from Government funding agencies. 

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving spatial resolution in PET is more important than sensitivity and it can be improved to the detriment of sensitivity. Crosetto will prove that the principle of operation of the Positron Emission Technology is similar to tachometer measuring the miles per hour, an anemometer measuring the air flow within a unit of time, likewise PET should focus in accurately measuring the minimum anomaly in biological processes within a unit of time in the human body.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

4.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong in stating that results should be measured on a sample population showing a reduction in mortality rate on 10,000 or 100,000 people every year.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving a few miracle cases of people who survived cancer with a high increase in cancer business that in their opinion is proving success. Crosetto will provide experimental data proving a reduction of cancer deaths and costs on a sample population by screening 10,000 people per year on each 3D-CBS (3-D Complete Body Screening) innovative technology which can also improve diagnosis, prognosis and monitoring treatments with a device hundreds of times more efficient than current over 10,000 PET (Positron Emission Tomography), requiring 1% the radiation dosage and covering all organs of the body in a single 4 minute examination. Hence screening on specific organs such as: mammography, PAP-test, colonoscopy, and PSA will be superfluous.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

The ones above are examples of Citigroup expressing their ideas addressing my concerns which ultimately will clarify that it is Citigroup opinion that this issue is not of their concern to be addressed as the Government addressed Citigroup’s concerns in 2008 because they do not believe there are 8.2 million cancer deaths per year, they do not care or they do not believe my innovations can greatly contribute to a significant reduction of cancer deaths and costs.

 

Citigroup did not address my concern as it was stated in your letter dated June 6, 2017. After my concerns will be addressed, I could provide a response similar to the one I provided to the scientists at goo.gl/J9h4qL

 

In light of all of the above and because of my hard work in answering all objections to the opponents of my inventions that could greatly contribute to advance science and reduce cancer deaths and costs, it is legitimate for me to respectfully ask Citigroup not to make a high profit in fees and interest for over $9,000 on this cause and not destroying me personally by taking my tools, but to leave me in peace.

The letter continues repeating the usual sentence to cease requesting addressing my concerns about the taxpayer money and lives needlessly lost or for comments related to the same. …such requests … may be viewed as harassment.

 

This report of the content of your letters makes clear that not only you have not addressed my concerns as you stated in your most recent letter dated 6/6/2017, but your letter asked me repeatedly not to ask to address my concerns for the taxpayer money wasted and the millions of people dying needlessly that both could be saved with my money- and life-saving inventions.

 

Please let’s reflect on the legitimacy of your request that I should not ask to address my concerns for the damage to taxpayer and cancer patients, the appropriateness of your actions of going after me, destroying me and my cause of working for you, your grandchildren, and future generation to significantly reducing your risk of dying prematurely from cancer, your ordering to an outside agency to collect from me a high profit for Citigroup of $10,708 in fees and interest which could take away my tools impeding me to conduct my research.

 

This is despite Citigroup profits from over $3 trillion transaction daily, they recognized in the letter 3/28/2017 very helpful that the Government understood Citigroup concerns in 2008 and injected $306 billion cash to help them continue to lend and realizing that Citigroup’s justification that they are not allowed “to lend money to a loss” does not apply to my case because I paid all my purchases with the credit card and gave an additional $1,390.83 to Citigroup, therefore this case is not a loss for them and in addition I proved that a few scientists and government agencies (responsible to address my innovations more cost-effective with respect to the projects they were funding, violated laws, rules, and professional ethics by not responding), were responsible for the delays that caused the fees and interests on the credit card.

 

As an analogy, let’s suppose every day person A takes his dog for a walk with a very short leash almost strangling the dog by a narrow collar because person A pulls the leash making the dog walk only on his two back feet and kicking repeatedly his dog under the belly and person B moved by compassion express his concerns toward the non-considered treatment of the dog.

 

Person A does not address person B concerns, he tries instead to hurt person B by reporting to the neighbors, to the police etc. that he is harassed by person B. Furthermore, person A tries to destroy person B personally, so he will not receive the concerned statements about his dog.

 

Is it legitimate for person B continue to be concerned for the dog and because there is a solution for the dog being treated with consideration, he continues to express his concerns to his owner, person A and to anyone who could help?

 

In my situation, moved by compassion, I worked hard with dedication and commitment with no salary for 17 years because I am concerned for the taxpayers robbed by hundreds of millions of dollars and for the 8.2 million people dying every year from cancer knowing that many of them could be saved with my 3D-CBS (3-D Complete Body Screening) invention effective for early cancer detection and also cost-effective to save taxpayer money.

 

Rather than all actions to suppress my concerns, Citigroup could express their thoughts, provide their supporting material that would allow scientists and experts in the field respond and together workout compromises that best satisfy Citigroup’s role and mission, maximizing at the same time the benefits to their customers. 

 

The following are a few examples of possible responses to my concerns with reasons that would begin a dialogue so that the explanations and verification of the supporting material of different claims from different parties will lead to address this problem with consideration as the Government addressed Citigroup’s concerns in 2008.

 

  1. For example, the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong, together with Gina Kolata from the New York Times reporting only 5% cancer mortality rate reduction in the past 50 years while for the same period for strokes was 74%, for flu and pneumonia was 58%, and those who claim that cancer is the most deadly and costly calamity in the world are all wrong. As well it is Citigroup’s opinion that all scientists, including the members of the panel of a formal, official, public scientific review held at FERMILAB in 1993 who recognized Crosetto’s 3D-Flow invention capable of filtering the background noise and identifying any sought-after particle were all wrong.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving that it is not true that 8.2 million people are dying of cancer every year, 7 million of whom younger than 75 years of age. They will also join the request by other people for a public meeting at CERN between Crosetto who can point out the flaws in the trigger systems and others who claim that it is not true that CERN CMS Level-1 Trigger (“The Trap”) costing over one hundred million dollars (and those of other experiments) does not have the capability to filter background noise and identify the sought-after particle (although their CMS Level-1 Trigger system was trashed on February 26, 2016).

 

Scientists will analyze data, facts and scientific evidence of both parties. They will report the Q&A at CERN between Crosetto and the opponents of his inventions and publish the results.

 

2.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong, together with all those who provide experimental data proving that early detection saves lives. They believe drugs for late detection are working and saving lives and research funding should mainly be spent in developing new drugs attempting to cure cancer when detected at a late stage, which is exactly what funding agencies are doing now. Citigroup with others believe that the size of the market of drugs such as Avastin that in 2012 sold $6.3 billion is the proof of success. The fact that in average prolonged life over a ten-year study for those who used Avastin of only 2.4 months might be justified by someone that soon or later we have to die. Crosetto believes that success of an approach/procedure/project is when experimental data shows the reduction of cancer mortality rate in a sample population.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving drugs developed for and used at late cancer stage work. Crosetto will provide experimental data proving that when a tumor is detected at an early stage has the probability to save the patient’s life for more than 50% of the cases.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

3.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong stating that sensitivity should be improved in PET (Positron Emission Tomography) rather than spatial resolution to the detriment of sensitivity as are doing the other scientists who receive grants from Government funding agencies. 

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving spatial resolution in PET is more important than sensitivity and it can be improved to the detriment of sensitivity. Crosetto will prove that the principle of operation of the Positron Emission Technology is similar to tachometer measuring the miles per hour, an anemometer measuring the air flow within a unit of time, likewise PET should focus in accurately measuring the minimum anomaly in biological processes within a unit of time in the human body.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

4.                   And/or the reason why Citigroup is not addressing Crosetto’s concerns hurting the public as the Government addressed Citigroup’s concerns hurting the public in 2008 could be (or is) because it is Citigroup’s opinion that Crosetto is wrong in stating that results should be measured on a sample population showing a reduction in mortality rate on 10,000 or 100,000 people every year.

 

If this is the case, Citigroup will then provide their supporting evidence, data and facts proving a few miracle cases of people who survived cancer with a high increase in cancer business that in their opinion is proving success. Crosetto will provide experimental data proving a reduction of cancer deaths and costs on a sample population by screening 10,000 people per year on each 3D-CBS (3-D Complete Body Screening) innovative technology which can also improve diagnosis, prognosis and monitoring treatments with a device hundreds of times more efficient than current over 10,000 PET (Positron Emission Tomography), requiring 1% the radiation dosage and covering all organs of the body in a single 4 minute examination. Hence screening on specific organs such as: mammography, PAP-test, colonoscopy, and PSA will be superfluous.

 

Scientists will analyze data, facts and scientific evidence of both parties and publish the results.

 

The ones above are examples of Citigroup expressing their ideas addressing my concerns which ultimately will clarify that it is Citigroup opinion that this issue is not of their concern to be addressed as the Government addressed Citigroup’s concerns in 2008 because they do not believe there are 8.2 million cancer deaths per year, they do not care or they do not believe my innovations can greatly contribute to a significant reduction of cancer deaths and costs.

 

Citigroup did not address my concern as it was stated in your letter dated June 6, 2017. After my concerns will be addressed, I could provide a response similar to the one I provided to the scientists at goo.gl/J9h4qL

 

In light of all of the above and because of my hard work in answering all objections to the opponents of my inventions that could greatly contribute to advance science and reduce cancer deaths and costs, it is legitimate for me to respectfully ask Citigroup not to make a high profit in fees and interest for over $9,000 on this cause and not destroying me personally by taking my tools, but to leave me in peace.
