Statnews and Nbcnews report “The National Cancer Moonshot” will focus on six areas placing early-detection technology as the first on the list, followed by cancer vaccines, immunotherapy, genomic analysis of tumors, enhanced data sharing, and pediatric cancer.
I am a scientist who worked at CERN in Geneva before moving to Texas to work on the Superconducting Super Collider, and my inventions have been formally and officially recognized valuable by academia, industry and research centers.
When applied to medical imaging, they have the highest potential to reduce cancer deaths and healthcare costs with an effective early detection.
I presented the proposal for my project/invention in one figure in one page and then I went through the process of describing analytically each component in that drawing, supporting the feasibility and cost of each of them with 59 quotes from several industries (I provided quotes from at least two industries for each component). These were submitted to experts in particle physics (DOE-HEP, High Energy Physics) and Medical Imaging (NIH-NCI) of US Funding Agencies in several emails and documents, and on December 22, 2015, I formally submitted my 413-page proposal. However, I could not submit all quotes from industries because those providing the most expensive component, the 3D-Flow ASIC with 64 x 3D-Flow processors, asked the Government Agency to sign an NDA (Non-Disclosure Agreement) with Crosetto Foundation for the Reduction of Cancer Deaths as we signed with these companies to protect their intellectual property. There are two levels of NDA. Most of the other companies accepted the generic NDA that government agencies ask their reviewers to sign, but for these particular components a more restrictive NDA is required.
I was told by the Grants.Gov Agency that it is legitimate to talk to the agency issuing the Grant Solicitation DE-FOA0001414 to discuss analytically and scientifically my 413-page proposal, and they encouraged me to continue calling and sending emails. However, the few times I have received an appointment for a meeting or conference call with their experts, they have not been kept and now they do not answer.
Without the most important quotes of the development of components costing over $2 million and without being able to discuss analytically and scientifically all details showing the technological advantages of my inventions and their benefits to humanity as discussed for three months with the companies who provided the quotes there is no way Government Experts in the field can evaluate my proposal.
I am asking you to please help clear the bureaucratic hurdles – to let science happen, so I can provide Government Funding Agencies all formal quotes from companies building the components needed to assemble my inventions and to clear out impediments so I can set up a meeting to discuss analytically and scientifically the 413-page proposal with DOE and NIH-NCI experts in the field responsible for spending taxpayer money to advance science, significantly reduce cancer deaths and significantly reduce healthcare costs.

In the following paragraphs you will find additional information and supporting evidence regarding the compelling case of my inventions that have the potential to save millions of lives and reduce healthcare costs.
Supporting evidence of my claims and feasible technology:
For over 70 years experimental data has shown that early cancer detection could have saved 50% of all premature cancer deaths.
To detect cancer at an early stage we look for signals showing mutation of normal cells into cancerous cells. These signals are: changes in odor, temperature, fluorescence, tissue conductivity, tissue density, metabolism, perfusion, etc.
The best tools to detect the signals showing these changes are based on radiation (X-Ray, CT, PET, SPECT). For example, X-Ray and CT scans provide information on tissue density by measuring the characteristics of photons from 60keV to 120keV passing through the different tissue densities of the body. PET and SPECT devices provide information on the biological processes of body cells before morphological changes occur by tagging a compound of a biological process with a radioisotope (e.g. tagging a nutrient to the body cells such as Glucose -FDG-; Oxigen-15, etc.) which emit photons (two photons at 511keV emitted in opposite direction for the PET technique and one photon 140keV for the SPECT technique) looking for anomalies while tracing biological processes.
Advancement in this field requires advancement in Particle Physics: Specifically, the ABILITY TO EXTRACT ALL VALUABLE INFORMATION FROM RADIATION.
My 3D-Flow OPRA invention has the capability to extract ALL information from radiation, thus having the capability to improve all medical imaging devices (X-Ray, CT, PET and SPECT) that are based on radiation.
Several Applications/Products, One Technology
The 3D-Flow OPRA (Object Pattern Recognition Algorithms) that I invented in October 2015 is based on the 3D-Flow parallel-processing architecture that I had invented in 1992.
The 3D-Flow OPRA is a revolutionary electronic instrument capable of executing programmable pattern recognition algorithms in real-time of multidimensional objects by analyzing ALL data arriving at ultra-high speed from a matrix of thousands of transducers at over 20TB/sec with zero dead time. This unprecedented feature not only has the capability to extract ALL valuable information from radiation, but can be used in several applications and to build several products such as powerful tools to: a) discover new particles, b) enable an effective, low radiation, low cost early cancer detection, c) fight against terrorism, d) enable accurate quality control in the manufacturing industry, etc.
It requires $13.5 million to develop the chip (ASIC: Application Specific Integrated Circuit), electronic boards and testing instrumentation to build many different applications. I submitted the proposal for $13.5 million on December 22, 2015 to the DOE; however, no feedback has been provided and the most important quote of the 3D-Flow ASIC could not be delivered because of the need to discuss and provide information to the Government merit reviewers without breaching the restrictive NDA signed with the company making the quote.
The $13.5 million proposal consists of funding:
- The NRE (Non-Recurring Engineering) to develop an ASIC “3D-Flow-64”, with 64 x 3D-Flow processors in a technology 13 times faster, 1/10 the power consumption, 1/200 times the cost per 3D-Flow processor than the prototype built in 2003. The NRE effort will include 2,000 sample ASICs and the outcome will provide the 3D-Flow processor at a cost of $1 per processor for 55,500 ASICs volume and $0.42 per processor for larger volumes. The high-performance, low power consumption, low-cost 3D-Flow processor optimized for real-time object pattern recognition parallel-processing systems, will serve several applications of advancing science and benefitting humanity by identifying objects from data arriving at an ultra-high rate.
- The NRE to develop VXI electronic boards (366 mm x 400 mm), “3D-Flow-OPRA-VXI-1024” with 3D-Flow processors. The outcome of this NRE will provide a VXI board with up to 5,376 x 3D-Flow processors per board, up to 1024 input channels, up to 163.84GB/sec input data rate (160MB/sec per electronic channel) at a cost of approximately $9,000 per board (or approximately $8.8 per electronic channel). The high performance, high number of channels, high input data rate, low cost per electronic channel, will serve several high-end applications in a single 36 cm cubic chassis, having over 50,000 processors, capable of satisfying the most stringent requirements (e.g. discovering new particles) for recognizing objects executing complex, programmable real-time algorithms on data arriving at several TeraBytes per second.
- The NRE to develop VME electronic boards (233 mm x 160 mm), “3D-Flow-OPRA-VME-256” with 3D-Flow processors. The outcome of this NRE will provide a VME board with up to 1,600 x 3D-Flow processors per board, up to 256 input channels, up to 40.96GB/sec input data rate (160MB/sec per electronic channel) at a cost of approximately $3,500 per board (or $13.7 per electronic channel). The high performance, medium number of channels, high input data rate per channel, low cost per electronic channel, will allow the implementation of several cost-effective applications (e.g. effectively identifying cancerous cells using very low radiation and low cost, or identifying a terrorist in a crowded stadium) in a single 16 cm cubic chassis, having over 15,000 processors, capable of recognizing objects executing complex, programmable real-time algorithms on data arriving at several hundred GigaBytes per second.
- The NRE to develop VME electronic boards (233 mm x 160 mm), “ER/DSU-512-80M” to build instrumentation that simulates detectors generating data at 80MB/sec per electronic channel to test 3D-Flow OPRA systems of different sizes. The outcome of this NRE will provide a VME board with 512 electronic channels to record or generate data at 80MB/sec per channel at a cost of approximately $2,700 per board (or $5 per electronic channel). The very low cost per electronic channel of this instrument will allow many universities with a small budget to test their Level-1 Trigger system, satisfying the LHC requirements until 2018, and will allow the simulation of medical imaging devices of different sizes and types (X-Ray, CT, PET and SPECT), etc. in order to test the 3D-Flow OPRA system.
- The NRE to develop VME electronic boards (233 mm x 160 mm), “ER/DSU-256-160M” to build instrumentation that simulates detectors generating data at 160MB/sec per electronic channel to test 3D-Flow OPRA systems of different sizes. The outcome of this NRE will provide a VME board with 256 electronic channels to record or generate data at 160MB/sec per channel at a cost of approximately $3,850 per board (or $15 per electronic channel). The higher performance of this instrument will allow the Level-1 Trigger system to be tested, satisfying the LHC requirements after the upgrade in 2020, and will allow the 3D-Flow OPRA systems to be tested for applications requiring a higher input data rate.
- The NRE to develop cables, boards and connector assemblies, “Twinax-400-0.16T”, or “Twinax-400-1T”, capable of transferring data at low cost at over 28TB/sec between two VXI and/or ATCA chasses. The outcome of this NRE will provide the assembly of two 400-pin connectors carrying in a very reliable way and at very low cost, either 163.84Gbps over 128 Micro Twinax cables at 1.28Gbps each or 1Tbps over 100 Micro Twinax cables at 10Gbps each, assembled on small printed circuit boards guaranteeing equal length for each electronic channel at a cost of approximately $167 per assembly (or $1.3 per electronic channel) for 500 units, with a considerable price drop for larger volumes. The high-performance, high-reliability and low cost of this assembly makes it a unique invention allowing a bundle of 28,000 cables to be carried in a 30 cm x 30 cm area transferring 28TB/sec data between two VXI and/or ATCA chasses.
- The salary for a team of 12 employees for 5 years at an average cost of $38 per hour, who will assemble and integrate the different parts, develop software, test and deliver the final product satisfying the needs of different applications and satisfying the needs of operating all aspects of a small business.
- The Budget Justification (Section “K”) of this proposal provides the financial plan required by the DOE solicitation DE-FOA-0001414. In addition, it provides a more detailed plan in an Excel spreadsheet with 84 items. A more in depth financial plan is also available for further review.

The 3D-Flow OPRA invention provides a solution to the problem that thousands of scientists from prestigious world laboratories have sought for 20 years.
USA Today’s article of January 14, 2016, summarizes the medical moon race to cure cancer by Richard Nixon in 1971, Bill Clinton in 1998, Barack Obama in 2009 and again in 2015, which did not conquer cancer so they launched a new, new, new, war on cancer. However, the first time war on cancer was launched was with the National Cancer Institute Act, on July 23, 1937, about 80 years ago.
The major difference between this launch and the others is that Vice-President Joe Biden has promised “to clear out the bureaucratic hurdles -and let science happen” which combined with the letter I received from President Obama on September 25, 2015, which promised to give scientists, innovators and technologists like myself the tools needed to think ANALYTICALLY, have empowered me on behalf of cancer patients to ask for your help in clearing the impediments I have encountered to establish a public ANALYTICAL and SCIENTIFIC discussion of my 413-page proposal with experts in the field who handle taxpayers money to advance science and reduce cancer deaths and healthcare costs.
In the field of application of particle detection to discover new particles, thousands of scientists at CERN have attempted to build for the past 20 years a similar instrument called Level-1 Tigger using hundreds of chasses of electronics costing hundreds of millions of dollars and now admit in their official documents that what they have built should be trashed because the 40 Higgs boson-like events out of 100,000 generated were captured casually and not for merit of the Level-1 Trigger.
In the field of application of Medical Imaging, a typical exam with PET requires 10mCi of FDG tracer which emits 370 million pairs of photons per second or using 30mCi of the tracer Oxigen-15, emitting over a billion pairs of photons every second. Radiation comes with a great amount of non-useful information and background noise. If ALL valuable signals are not extracted from the radiation they are lost forever and the patient has received a lot of extra radiation that has not provided any useful information to the physician to understand minimum abnormality in biological processes, to help make an accurate diagnosis, prognosis or to monitor treatment.
The current over 6000 PET devices capture inaccurately only 1 out of 10,000 valid pairs of photons emitted by the tracer in the patient’s body and require the administration of a high radiation dose to the patient; likewise X-Rays, CT scans and SPECT devices require a high radiation dose. None of these devices have demonstrated when tested on a sample population to be able to significantly reduce cancer deaths and costs compared to another sample population that is not using them. In fact, we have 8 million cancer deaths per year and the mortality rate was not significantly reduced during the past 70 years. The reason is because these Medical Imaging devices do not have the capability to extract ALL valuable information from radiation, thus require a high radiation dose without providing precious information to physicians helping them in a diagnose for an effective early cancer detection in all organs of the body with a single examination.
My 413-page proposal addresses ANALYTICALLY how early cancer detection for the first time can be effective because of my invention that provides the capability to extract ALL valuable information from radiation. My analytical thinking and analysis goes through the entire process of verifying in great analytical detail every aspect of my inventions with several industries which have provided the 59 quotes proving the feasibility of all their components.
I respectfully request a meeting with your experts in particle physics and medical imaging handling taxpayer money to discuss analytically and scientifically my inventions and proposal to build a 3D-CBS device, 400 times more efficient than the current 6,000 PET devices, requiring 1/100 the radiation dose, based on the 3D-Flow OPRA that when tested on a sample of 10,000 people per year will show a reduction in cancer deaths of 33% in 6 years and 50% in ten years. My invention will also greatly improve X-Ray, CT scans and SPECT devices in lowering significantly the radiation to the patients and providing better information to the physicians for a more accurate diagnosis, prognosis and monitoring treatments.
Outperforming existing technologies/products
In particle physics applications: current Level-1 Trigger (implemented in the largest experiments at CERN, which cannot save all data on hard drives), do not have zero dead time, cannot analyze all 10-bit data per channel from thousands of channels arriving in parallel from the detector at 40MHz, and cannot execute complex real-time algorithms satisfying the characteristics defined by theoretical physicists which can trap the new particle.
In particle physics applications: both the “3D-Flow-OPRA-VXI-1024” and the “3D-Flow-OPRA-VME-256” have the capability to execute complex, programmable Object Pattern Recognition Algorithms that satisfy the characteristics defined by the theoretical physicists, that can thoroughly analyze all 32-bit data per channel, from thousands of channels, arriving in parallel from the detector at 40MHz from billion collisions per second with zero dead time. This innovative feature of the “3D-Flow OPRA” ASIC and electronic boards “3D-Flow-OPRA-VXI-1024” or the “3D-Flow-OPRA-VME-256” allow to build Level-1 Trigger systems for 8,000 electronics channels as they are at CMS and Atlas experiments or for larger system satisfying the most stringent requirements for future upgrades of the experiments.
In Medical Imaging applications: current PET devices capture only 1 out of 10,000 signals from tumor markers, requiring a much higher radiation dose be administered to the patient, increasing the examination cost without providing the benefits of precious information to the physician that could help save the patient’s life.
In Medical imaging applications, the 3D-CBS (3-D Complete Body Screening) technology based on the 3D-Flow OPRA system (“3D-Flow-OPRA-VME-256” boards) extracting ALL valuable information from radiation improves hundreds of times the efficiency of the current over 6,000 PET devices. It requires only 1/100 the radiation dose of current PET, reduces the examination cost and covers with a single 4 minute examination all organs of the body, replacing several other examinations such as: mammogram, colonoscopy, PSA, PAP-Test, etc.
Least Expensive implementation compared to other approaches or products
In particle physics applications: the cost of the Level-1 Trigger for one experiment at CERN (e.g. CMS) is over $100 million just for the electronics without accounting for the salaries of hundreds of scientists, engineers, and technicians who have worked for 23 years on a Level-1 Trigger that did not perform to expectations and now needs to be replaced. In comparison, this proposal creating products (an ASIC and electronic boards) serving several experiments is accounting for only $4.6 million for the salary of a team of 12 people for the next 5 years and $6.2 million for the NRE inclusive of two Level-1 Trigger units.
In particle physics applications: the “3D-Flow-OPRA-1024” has proven to be feasible from 59 quotes and its concept was proven to work in two modular IBM PC boards, each with 68 x 3D-Flow processors. I designed at the same time the instrumentation “ER/DSU-256-160M” that allows the testing of the 3D-Flow OPRA System and the Level-1 Trigger algorithms for future experiments and for the most stringent requirements. The cost of all components to build a complete Level-1 Trigger system with 8,192 electronic channels for a large experiment at CERN (e.g. CMS, or Atlas) selected from the 59 quotes provided by reputable companies in the field is totaling $100,000 (or $12 per electronic channel). This is 1/1000 the cost of the current Level-1 Trigger system for one large experiment. The cost of all components to build the instrumentation to test the level-1 Trigger for such experiments is totaling $40,000 (or $4.88 per electronic channel).
In Medical Imaging applications, alternative approaches cover only the imaging of one organ (e.g. mammogram for the breast, colonoscopy for the colon, PAP-Test for cervical cancer, etc.), the discomfort for most of these procedures is high as well as their combined costs.
In Medical Imaging applications: the 3D-CBS, which makes use of the 3D-Flow OPRA system, has the potential to save many lives while significantly reducing the cost of health care: it replaces multiple examinations such as mammogram, colonoscopy, PSA, PAP-Test, etc., by covering all organs of the body with a single sensitive, effective examination which can detect most forms of cancer (including liver, throat, bone, lung, brain etc.) at a very early stage when survival of the patient is greatest. Other cost- saving features are its requirement of only 1/100 the radiation level of current PET devices; an examination cost of only $400 compared to $4,000 for current PET examinations; and a huge reduction in the high cost to treat late stage cancers because more cancers will be detected early.
Technically, the 3D-CBS Medical Imaging approach with the “3D-Flow-OPRA-VME-256” has the very low price of $13.7 per electronic channel and the test instrumentation used to test this device is $5 per electronic channel. There is no other approach, design or product which can get close to the performance and low price per electronic channel as the 3D-CBS.
