Subject: Request for a public meeting in Washington DC with experts in particle physics and medical imaging who handle taxpayers’ money to discuss analytically and scientifically my basic invention officially recognized valuable by a formal scientific review in 1993 to advance science which was not funded to completion, and my additional inventions (3D-Flow OPRA) beneficial for the discovery of new particles, to significantly reduce cancer deaths and healthcare costs, and beneficial in many other applications.

 

Dear Vice-President Biden,

Thank you for being the catalyst and bringing people together to change the face of cancer.

I listened to the forum “Cancer Moonshot: A Call for Action” and I heard many good statements such as you promising to clear the way when there are bureaucratic impediments and asking what we are not doing that we should be doing. You also asked the panel in the forum some very important questions such as: “What is necessary to solve the problem?” and “What are the biggest impediments?”

What are your thoughts on identifying a procedure that is fair and respectful to all parties (researchers, philanthropists, funding agencies, investors, taxpayers and cancer patients) on which everyone agrees, benefitting taxpayers and cancer patients the most?  Here is what I believe should be happening, and I would appreciate if you would let me and the public know what you think:

Funding agencies which use taxpayer and donation money to fight cancer, whether through a new drug, creating a large data base, genomics, personalized medicine, vaccine, medical imaging device, or healthy lifestyle promotion, etc., should estimate the expected reduction in cancer deaths and cost when the project they are funding is put into place (or combined with other existing techniques) and present a plan to test it on a sample population. For example, test the plan on 10,000 people ages 55-74 taken from a location where the mortality rate has been constant for the past 20 years. A difference or no difference in the mortality rate will quantify the success or failure of the proposed solution.

Despite us knowing for 70 years that early detection can save more than 50% of cancer deaths, I heard only Dr. Blackburn and the panel member on the far left of the table mention early cancer detection, and no technologies were mentioned and compared.

The best tools for early cancer detection are based on radiation (X-Ray, CT, PET, SPECT), and I have developed inventions that can extract ALL valuable information from radiation, enabling an effective early cancer detection, reducing the radiation dose to the patient, reducing the examination cost, and potentially saving millions of lives while reducing healthcare costs.

On behalf of the 8.2 million people who die every year from cancer (7 million  die prematurely), and the annual $1.4 trillion economic cost of cancer to society with meager results in cancer death reduction, knowing for 70 years that early cancer detection would have reduced cancer deaths by 50%, I respectfully request to appoint one or more of your experts in particle detection and medical imaging with whom I can discuss ANALYTICALLY and SCIENTIFICALLY the attached 413 pages of my invention/project.
